تنشيط السياحة البينية العربية بين الواقع والطموح

ملخص: تهدف هذه الورقة البحثية إلى التعريف بالسياحة البينية، ومنها العربية تحديدا، والوقوف على واقعها وظروفها المستجدة، وعلى مدى أهميتها في تنميةاقتصاديات الدول العربية، وموقعها ضمن السوق السياحية العالمية. كما تسعى هذه الدراسة إلى تشخيص العراقيل والمعوقات التي تحول دون توسع ونمو الحركة السياحية بين هذه الدول، واستطلاع الجهود المبذولة على مستوى حكوماتها، وأيضا من قبل المنظمات الدولية والعربية المتخصصة لتشجيع حركة السياحة العربية البينية.
وقد توصلت هذه الدراسة إلى أن العالم العربي بموقعه الجغرافي الاستراتيجي يشكل نقطة جذب مهمة، بالإضافة إلى توفره على إرث طبيعي وتاريخي وحضاري يجعل منه مقصداهاما ومتنوعا يشد إليه حركة السياحة العالمية، ويلبي رغبات مختلف الجنسيات مهما تنوعت ثقافاتهم وأذواقهم. وعلى الرغم من هذه الميزات والجهود المبذولة على المستويين الدولي والإقليمي إلاأنه لا تزال ثمة عراقيل تعوق حرية الحركة السياحية بين الدولالعربية، مما يجعل السياح العرب يشدون رحالهم نحو دول أخرى غير عربية؟!

Résumé: L’objectif de ce document de recherche est de définir le tourisme intra régional, précisément arabe, en plus il permet de déterminer ses nouvelles réalités et circonstances, ainsi que  son importance dans le développement des économies des pays arabes, et sa position au sein du marché mondial du tourisme. Cette étude vise aussi à diagnostiquer les obstacles et les entraves qui empêchent l’expansion  et la croissance du trafic touristique entre ces pays, la reconnaissance des efforts déployés au niveau des gouvernements, et aussi par les organisations internationales et arabes spécialisées pour encourager le tourisme inter-arabe.
Les résultats de cette étude démontrent que la situation géographique et stratégique du monde arabe  forment un point  d’attraction important, en plus  la disponibilité d’un patrimoine naturel historique et civilisé, constitue une prétention importante et variée qui attire le mouvement international du tourisme et répond aux désirs des différentes nationalités, quelque soit leurs cultures et goûts. Malgré ces caractéristiques, ainsi que les efforts fournis aux niveaux régional et international,  néanmoins, il existe encore des obstacles qui empêchent la libre circulation de tourisme inter-arabe,ce qui pousse les touristes arabes de se diriger vers d’autres pays non-arabes?

Abstract:This paper aims to make known inter-tourism, includingthe Arab specifically, attempting to highlight its emerging reality andconditions, and its importance in the development of the economies of the Arabstates, and its position within the global tourist market. This study alsoseeks to diagnose obstacles and impediments to the expansion and growth oftourist traffic between these countries, and having an idea about the effortsmade at the level of its governments, and also by specialized international andArab organizations to encourage inter-Arab tourism movement.
This study has found that the Arab world’s strategic geographicallocation is an important point of attraction, in addition to its natural,historical and civilization  legacy whichmakes of it an important and diverse destination,  attracting to it a movement of  globaltourism, meeting the desires of various nationalities whatever the variety oftheir cultures and tastes. In spite of these features, and efforts made at theinternational and regional levels, there are still obstacles hindering the freedom of tourist traffic between theArab countries, which makes the Arab tourists travel to other non-Arab countries ?!
